HIV Allocative Efficiency and Financial Commitment Studies in Eastern Europe and Central Asia, using Optima

Project Summary

In the new environment of limited resources for HIV responses,Ìýfocused HIV response design, better targeting of resources, andÌýefficiency in program delivery are essential to ensure that programsÌýcan do more with less.

The World Bank is leading a global effort toÌýundertake HIV Allocative Efficiency analyses in several countriesÌýand the ¹û¶³Ó°Ôº IGH team are working in partnership with the World Bank, UNSW and country governments to perform the analyses inÌýselected countries in Eastern Europe and Central Asia.

The analysesÌýare carried out through an application of the mathematical modellingÌýtool called Optimization & Analysis Tool (Optima). Optima,Ìýdesigned by a team at UNSW, is a mathematical model of HIVÌýtransmission and disease progression, which uses an integratedÌýanalysis of epidemic, program and cost data to determine an optimalÌýdistribution of investment to better serve the needs of HIV and healthÌýdecision-makers and planners.

Through maximisation of healthÌýoutcomes, together with the most cost effective solutions, theÌýoutcomes try to answer the question of 'How can HIV funding beÌýoptimally allocated to the combination of HIV response interventionsÌýthat will yield the highest impact in the shortest period of time'?
