The question of security and planning in the聽city has long historical roots. Indeed,聽according to Leonie Sandercock 鈥減lanning聽and urban management discourses are, and聽always have been, saturated with fear鈥� (cited聽in Wekerle and Jackson, 2005: 34). A good聽early example of this is provided in French聽Renaissance scientist Bernard Palissy鈥焥聽1563 聽paper De La Ville Fortresse (Klauser,聽2010). Palissy was a French Huguenot,聽subjected to Catholic persecution and聽violence. As a result he was deeply聽concerned with the design of a city that聽would protect both his life, and that of his聽religious community.
