Pares was in his post as British correspondent with the Russian Army in conquered Austrian territory when he heard of the outbreak of the Russian Revolution. He left the front for Petrograd in April 1917. In Petrograd and in Moscow he undertook propaganda work for the British Government, joining a lecture tour with moderate Russian politicians set up to persuade Russians of the neccessity of continuing with the war effort until Germany was defeated rather than accepting peace terms. Pares also became the only foreign member of the All-Russian Central Committee of the Volunteer Revolutionary Army. It was in this capacity that he left Russia for Britain to obtain munitions for the organisation. While he was in Britain the Bolshevik regime replaced that of the Provisional Government in late 1917. In January 1919 Pares was given another commission by the British Government and was sent to Siberia. Russia was suffering Civil War and Siberia was then held by White forces under Admiral Kolchak. Pares' commission was to give talks to audiences thoughout Siberia attacking the Bolsheviks and supporting the ideals of parliamentary democracy and co-operation with Britain. He also made reports on the political situation in Siberia to the Foreign Office. When Siberia was taken by Bolshevik forces Pares' returned to Britain by sea arriving home in October 1919. He was knighted by the British Government for his services during the First World War and Russian Civil War.
